chore: v3.3.0 cleanup — add check-worklog, fix docs, remove add-translation

Summary

• Add /check-worklog skill command (read-only Jira worklog audit)
• Fix stale references in migration-v3.1.0.md: dedupe a repeated bug-fix line, correct skill count 3→1 after v3.3.0 removals
• Update changelog.md, create-test.md, start-work.md for v3.3.0
• Update README.md and config.env.example
• Remove obsolete add-translation.md command
